The state council in China released the introductory remarks of the document [SCOI 2016 No.71] 《Guidelines of the general office of the state council on vigorously developing prefabricated buildings》 in 2016 to People's governments of provinces, autonomous regions and municipality people's government, ministries and commissions of the state council and agencies directly under the state council. 

Prefabricated buildings are buildings that are assembled from prefabricated parts on the work site. It is the significant changes to mode of construction to develop prefabricated building, it is the important measures pushing supply side structural reforms and the new urbanization development, conduciving to save resources, reduce the pollution of construction, improve labor productivity and the quality&safety level, conduciving to  depth fusion between the construction industry and information technology industrialization depth fusion, foster new industry new kinetic energy, promote dissolve excess capacity.

In recent years, China has been actively exploring the development of prefabricated buildings, but most of the construction methods are still dominated by on-site pouring. The proportion and scale of prefabricated buildings are relatively low, which there is still a big gap between the requirements for developing green buildings and the advanced construction methods. In order to implement several opinions of the CPC central committee and the state council on further strengthening the management of urban planning and construction and the government work report, great efforts have been made to develop prefabricated buildings.
